Myanmar Digital Rights Forum  2020, which is co-organised by Phandeeyar, Myan ICT for Development Organisation (MIDO), Myanmar Centre for Responsible Business (MCRB), and Free Expression Myanmar (FEM), will be held on 28-29 February, 2020 at the Rose Garden Hotel in Yangon. The two-day event is fund-supported by the Embassy of Sweden and Heinrich-Böll-Stiftung Myanmar again and aims to set the digital agenda in the country for the election year.

The Myanmar Digital Rights Forum (MDRF) which is becoming an annual mainstay for the digital rights movement in Myanmar and the region, is envisioned as the cornerstone of Myanmar’s digital rights advocacy effort - supporting awareness-raising and continuous multi-stakeholder engagement on the issues.

MDRF 2020 will bring together about 150 representatives from CSOs, journalists, business leaders, policymakers, technologists, advocates, academics, government representatives from across the world who seek collective answers to potential and actual impacts of technologies on society and human rights in Myanmar. 

Key Topics for MDRF 2020 are built on the outcomes of the previous three MDRFs in 2016, 2018, 2019, and their milestones on three main themes - Freedom of expression, Privacy, Access - with a focus on the role of technologies, digital opportunities, and digital risks in the upcoming 2020 elections. 

Vicky Bowman, Director of Myanmar Centre for Responsible Business which will as at previous Forums lead the debates around privacy  also commented: “There is still a significant hole in Myanmar’s legal framework concerning data protection, even though both the government and private sector are acquiring more and more data. Other countries in the region, most recently India and Thailand, have enacted laws. It should be a priority for the new government in 2021. At this Forum we will learn from lessons elsewhere, and discuss what personal data is being collected in Myanmar, and how it is being used”.

Yin Yadanar Thein, Director, Free Expression Myanmar (FEM) said, “The 2020 elections threaten more prosecutions of journalists and human rights defenders and more intentional disinformation as politics heat up. Fortunately the elections are also an opportunity for proposing and demanding digital reform, and MDRF is the space for Myanmar’s government, tech, and civil society to come together to plan it.”

Wai Phyo Myint, Senior Manager for Digital Rights Program, Phandeeyar, said “With a significant growth of mobile and internet usage in Myanmar in the last five years, internet and digitization of public and private services and economic activities, among others, have become a major part of many people’s lives in Myanmar. However, protection mechanisms for our rights online have largely been absent from the policy agenda of the government. By involving all of the key stakeholders in the discussion and implementations, MDRF 2020 is expected to be able to set digital rights and their wide significance in the election manifestos of the political parties, and in the policy agenda of the new government.”

ယခုနှစ်အတွက် ဖိုရမ်ကို ဆွီဒင်သံရုံးနှင့်  Heinrich-Böll-Stiftung Myanmar တို့က ငွေကြေး ထောက်ပံ့ပေးထားခြင်း ဖြစ်ပြီး၊ မြန်မာနိုင်ငံအတွက် ရွေးကောက်ပွဲအချိန်ကာလာဖြစ်သည့်အတွက် နှစ်ရက်တာ ကျင်းပပြုလုပ်မည့် အဆိုပါဖိုရမ်တွင် ရွေးကောက်ပွဲ ဆိုင်ရာဒီဂျစ်တယ်အခွင့်အရေးများနှင့် လာမည့်ရွေးကောက်ပွဲအတွက် ကြုံတွေ့ရနိုင်မည့် ဒီဂျစ်တယ်နည်းပညာများ၏ သက်ရောက်မှုများကိုလည်း  အဓိကထား ဆွေးနွေးသွားမည်ဖြစ်သည်။ 

မြန်မာဒီဂျစ်တယ်အခွင့်အရေးဖိုရမ် (MDRF) သည် မြန်မာနိုင်ငံနှင့် ဒေသတွင်း ဒီဂျစ်တယ်ခွင့်အရေး လှုပ်ရှားမှုများအတွက် နှစ်စဥ်ကျင်းပလျက်ရှိသည့် အရေးပါသော ဖိုရမ်တစ်ခုဖြစ်လာနေပြီး၊ ဒီဂျစ်တယ် အခွင့်အရေးဆိုင်ရာ လှုပ်ရှားမှုများ ဆက်လက် အရှိန်မြှင့်လုပ်ဆောင်နိုင်ရန်နှင့် ဒီဂျစ်တယ် အခွင့်အရေးဆိုင်ရာ အသိအမြင်များ ပိုမိုမြင့်မားလာကာ မြန်မာနိုင်ငံတွင် ဒီဂျစ်တယ်အခွင့်အရေးများရရှိရေး ကြိုးပမ်းမှုတွင် အဓိက အခြေခံအုတ်မြစ်ဖြစ်လာရေး မျှော်မှန်းထားပါသည်။ 

မြန်မာဒီဂျစ်တယ် အခွင့်အရေးဖိုရမ် ၂၀၂၀ (MDRF 2020)တွင် မြန်မာနိုင်ငံ၏ လူ့အခွင့်အရေး နှင့် လူ့အဖွဲ့အစည်းအတွင်း ကြုံတွေ့လာနိုင်သည့် နည်းပညာပိုင်းဆိုင်ရာ အကျိုးသက်ရောက်မှုတို့ကို အဖြေရှာနိုင်မည့် အရပ်ဖက်အဖွဲ့အစည်းများ၊ သတင်းမီဒီယာသမားများ၊ စီးပွားရေးခေါင်းဆောင်များ၊ မူဝါဒချမှတ်သူမှတ်သူများ၊ နည်းပညာရှင်များ၊ ညှိနှိုင်းဆောင်ရွက်သူများ၊ ပညာရှင်များ၊ အစိုးရပိုင်းက တာဝန်ရှိသူများ စသည့် တို့ အပါအဝင် ပြည်တွင်း ပြည်ပ ကိုယ်စားလှယ်ပေါင်း ၁၅၀ ခန့်ကို ဖိတ်ခေါ်ထားပါသည်။ 

မြန်မာဒီဂျစ်တယ်အခွင့်အရေးဖိုရမ် ၂၀၂၀တွင် ဆွေးနွေးသွားမည့် အဓိက ခေါင်းစဥ်များသည်  ပြီးခဲ့သည့် ၂၀၁၆၊ ၂၀၁၇ နှင့် ၂၀၁၈ ခုနှစ်များတွင် MDRF ဆွေးနွေးပွဲများ၏ ရလဒ်များကို အခြေခံပြီး ဆွေးနွေးမည့် အကြောင်းအရာများကို ၁။) လွတ်လပ်စွာထုတ်ဖော်ပြောဆိုခွင့်၊ ၂။) ကိုယ်ပိုင်အချက်အလက်လုံခြုံရေးနှင့် ၃။) အင်တာနက် အသုံးပြုခွင့်  - ဟူ၍ ပဓာန ခေါင်းစဉ် ၃ ခု ချမှတ်ထားကာ ခေါင်းစဉ် ၃ ခုလုံးတွင် လာမည့် ၂၀၂၀ ရွေးကောက်ပွဲတွင် တွေ့ကြုံလာနိုင်မည့် နည်းပညာပိုင်း နှင့် ဒီဂျစ်တယ်နည်းပညာများ၏ သက်ရောက်မှုများကို အလေးထားဆွေးနွေးကြမည်ဖြစ်သည်။ 

ဖန်တီးရာ၏ ဒီဂျစ်တယ် အခွင့်အရေး ဆိုင်ရာ အကြီးတန်းတာဝန်ခံဖြစ်သူ ဒေါ်ဝေဖြိုးမြင့် က “မြန်မာနိုင်ငံမှာ လွန်ခဲ့တဲ့ငါးနှစ်ကျော်လောက်ကစပြီး မိုဘိုင်းဖုန်းနဲ့ အင်တာနက် အသုံးပြုမှု သိသိသာသာ တိုးတက်များ ပြားလာတာနဲ့အမျှ အစိုးနဲ့ ပုဂ္ဂလိကကဏ္ဍက ဝန်ဆောင်မှုတွေနဲ့  စီးပွားရေးလုပ်ငန်းတွေရဲ့ ဒီဂျစ်တယ်ပြောင်းလဲမှု တွေနဲ့အတူ အင်တာနက်ဆက်သွယ်အသုံးပြုမှုတွေက မြန်မာနိုင်ငံမှာ ရှိတဲ့ လူတွေရဲ့ ဘဝမှာ အဓိက အစိတ်အပိုင်းတစ်ခု ဖြစ်လာပါတယ်။ သို့သော် အွန်လိုင်းပေါ်က ကျွန်မတို့ရဲ့ အခွင့်အရေးတွေကို ကာကွယ်ပေးနိုင်မယ့် အစီအမံတွေကတော့ အစိုးရရဲ့ မူဝါဒတွေမှာ တွေ့ရှိရခြင်း မရှိသေးပါဘူး။ နယ်ပယ်အသီးသီးက အဓိက သက်ဆိုင်သူတွေ ပါဝင်ဆွေးနွေးပြီး၊ ပူးပေါင်း အကောင်အထည်ဖော်လုပ်ဆောင်စေမှာ ဖြစ်တဲ့အတွက် အခုကျင်းပမယ့် မြန်မာဒီဂျစ်တယ်ဖိုရမ် ၂၀၂၀ က ဒီဂျစ်တယ် အခွင့်အရေးတွေနဲ့ ဒီအခွင့်အရေးတွေရဲ့ အရေးပါပုံတွေကို လာမည့် ရွေးကောက်ပွဲမှာ နိုင်ငံရေးပါတီတွေ ထည့်သွင်းစဉ်းစားမယ့် မူဝါဒတွေထဲမှာရော၊ တက်လာမယ့် အစိုးရသစ် ချမှတ်မည့် မူဝါဒတွေမှာပါ ထည့်သွင်းလာဖို့ကို မျှော်မှန်းထားပါတယ်။”  ဟု ပြောကြားပါသည်။

“ဒီနှစ် ၂၀၂၀ ရွေးကောက်ပွဲက သတင်းထောက်တွေနဲ့ လူ့အခွင့်အရေးကာကွယ်တဲ့သူတွေကို တရားစွဲဆိုမှုတွေနဲ့ ပိုပြီး ခြိမ်းခြောက် နိုင်သလို၊ ရွေးကောက်ပွဲနီးလို့ နိုင်ငံရေးအရှိန်ရတက်လာတာနဲ့ အမျှ ရည်ရွယ်ချက်ရှိရှိနဲ့ သတင်းအမှားတွေ ဖြန့်‌ဝေမှုတွေ ပိုရှိလာနိုင်တယ်။ ရွေးကောက်ပွဲတွေက ဒီဂျစ်တယ်ပြုပြင်ပြောင်းလဲမှုအတွက် အဆိုပြုချက်တွေနဲ့ လိုအပ်ချက်တွေ အတွက် အခွင့်အလမ်းကောင်းတစ်ခုလည်း ဖြစ်လာနိုင်တယ်။ ပြီးတော့ MDRF ကလဲ မြန်မာအစိုးရ၊ နည်းပညာပိုင်း၊ အရပ်ဖက်အဖွဲ့အစည်းတွေကို တစ်နေရာထဲမှာ အတူတူ တွေ့ဆုံပြီး ဆွေးနွေးနိုင်မယ့် နေရာတစ်ခု ဖြစ်လာမှာပါ” ဟု လွတ်လပ်သောထုတ်ဖော်ပြောဆိုခြင်း မြန်မာ Free Expression Myanmar (FEM) က ဒေါ်ယဥ်ရတနာသိန်း က ပြောသည်။

ပြီးခဲ့တဲ့ ဖိုရမ်တွေမှာလဲ ကိုယ်ရေးအချက်အလက် လုံခြုံရေးနဲ့ ပတ်သက်ပြီး ဦးဆောင်ဆွေးနွေးခဲ့တဲ့ မြန်မာ့စီးပွားရေးကဏ္ဍတာဝန်ယူမှုရှိရေး အထောက်အကူပြုဌာန (MCRB) ၏ ဒါရိုက်တာ Vicky Bowam က “အခုချိန်ထိ အစိုးရနဲ့ ပုဂ္ဂလိက အခန်းကဏ္ဍတွေက ပိုပိုပြီးတော့ကို ဒေတာတွေ လိုလာနေတဲ့အချိန်မှာ မြန်မာနိုင်ငံရဲ့ ဥပဒေမှုဘောင် ရေးဆွဲတဲ့အပိုင်းမှာ ဒေတာတွေကိုကာကွယ်မှုနဲ့ ပတ်သက်ပြီးက  ကြီးမားတဲ့ လိုအပ်ချက် တစ်ခုဖြစ်နေသေးတယ်။ ဒေသတွင်း အခြားနိုင်ငံတွေထဲက ထိုင်းနဲ့ အိန္ဒိယဆို မကြာသေးခင်ကပဲ ဥပဒေပြဌာန်းနိုင်ခဲ့တယ်။ အဲ့ဒါကြောင့် ဒေတာတွေ ထိန်းသိမ်းရေးအတွက် ဥပဒေရေးဆွဲနိုင်ရေးက လာမယ့် ၂၀၂၁ ခုနှစ်မှာ တက်မယ့် အစိုးရအတွက် ဦးစားပေးလုပ်ဖို့လိုမယ့် အရာလဲဖြစ်တယ်။ ဒီဖိုရမ်မှာ ကျွန်မတို့တွေ အခြားနိုင်ငံက သင်ခန်းစာယူနိုင်တာတွေ၊ ပြီးတော့ မြန်မာနိုင်ငံမှာ ကိုယ်ရေးအချက်အလက်တွေကို ဘယ်လိုရယူခံနေရပြီးတော့ ဘယ်လိုအသုံးပြုခံနေရလဲဆိုတာ ဆွေးနွေးကြမယ်” ဟု ပြောကြားသည်။ 

မြန်မာဒီဂျစ်တယ်အခွင့်အရေးဖိုရမ် ၂၀၂၀ တွင် အဓိကဆွေးနွေးကြမည့် ခေါင်းစဥ်များမှာ -

• မြန်မာနိုင်ငံ၏ရွေးကောက်ပွဲ အတွက် ကြုံတွေ့လာနိုင်သော ဒီဂျစ်တယ်အခက်အခဲများ
• ၂၀၂၀ ရွေးကောက်ပွဲ -  နိုင်ငံရေးပါတီများ နှင့် ၎င်းတို့၏ လွတ်လပ်စွာပြောဆိုခွင့် 
• မြန်မာနိုင်ငံ၏ အကြီးမားဆုံးခြိမ်းခြောက်မှု ဖြစ်သည့် လွတ်လပ်စွာထုတ်ဖော်ပြောဆိုခွင့်
• လူတိုင်းပါဝင်နိုင်သည့် အခွင့်အရေးအခြေပြု အင်တာနက်အသုံးပြုနိုင်မှု တည်ဆောက်ရေး
• သင့်ရဲ့အချက်အလက်တွေကို ဘယ်သူတွေရ ရနေပြီး ဘယ်လိုအသုံးပြုနေကြလဲ
• Smartening up - မြန်မာနိုင်ငံမှာ ဒီဂျစ်တယ်ကို မှန်ကန် ထိရောက် အကျိုးရှိစွာအသုံးပြုခြင်း နဲ့ စောင့်ကြည့်ခံရခြင်းတို့ကြား မျှတစွာ အသုံးပြုနိုင်မလား
• မြန်မာ နယ်နိမိတ်အတွင်းနှင့် နယ်နိမိဖြတ်ကျော် E-commerce: ဝယ်ယူသူဘက်မှ အသိအမြင်များနှင့် လုပ်ငန်းရှင်များ၏အခွင့်အရေးများ
• လုံခြုံစွာနေထိုင်ခြင်း - မြန်မာနိုင်ငံက လုပ်ဆောင်ဖို့လိုအပ်နေသော ဒီဂျစ်တယ်တော်လှန်ရေး၏ အဓိကအချက်ဖြစ်သည့် အချက်အလက်ကာကွယ်မှုနှင့် ဆိုက်ဘာလုံခြုံရေးအတွက် မြန်မာနိုင်ငံက ဘာတွေလုပ်ဆောင်သွားမလဲ။

တချိန်တည်းတွင် တက်ရောက်လာသည့် ကိုယ်စားလှယ်များအနေဖြင့်လည်း မိမိတို့စိတ်ဝင်စားသည့် အဆိုပါ ခေါင်းစဥ်များကို Open Session အဖြစ် ဝင်ရောက်ဆွေးနွေးပါသည်။ 

စိတ်ဝင်စားသူများအနေဖြင့် ဖေဖော်ဝါရီလ ၁၀ ရက်နေ့ နောက်ဆုံးထားပြီး အောက်ဖော်ပြပါ ဝဘ်ဆိုဒ်တွင် သွားရောက် အမည်စာရင်း ပေးသွင်းနိုင်ပါသည်။
