Multi-stakeholder webinar on Myanmar’s website blocking and shutdown — မြန်မာပြည်ရှိ ၀က်(ဘ်)ဆိုက်တစ်ချို့ ပိတ်ပင်ခံရခြင်းနှင့်ပတ်သက်၍ အဖွဲ့အစည်းပေါင်းစုံ ပါ၀င်သော အွန်လိုင်းဆွေးနွေးပွဲ
To mark 11-months since the start of Myanmar's internet shutdown, and 2-months since the government started blocking websites, MDRF organisers brought together 50 senior stakeholders from business, Telecoms, UN, and civil society. The webinar kick-started new relationships and will be followed by in-depth discussions for the future of Myanmar's internet.
FEM, together with other MDRF organisers, MCRB, MIDO, and Phandeeyar, are concerned that the government is maintaining the world's longest internet shutdown, despite the clear and worsening economic, development, and human rights impact. Furthermore, the shutdown continues despite Covid-19 and the upcoming elections.
Over the past two months the government has also begun to direct internet service providers to block websites, some of which are blocked in clear violation of the right to freedom of expression and information.
The 21 May meeting offered an opportunity to share information and highlight the impact of the shutdown on local communities and media. Participants discussed the need and opportunity for companies to take individual proactive steps to respect human rights and respond transparently to the current challenges, and also to work with others on collective action to address problems in the legal framework (see below presentation).
မြန်မာနိုင်ငံ၏ အင်တာနက်ဖြတ်တောက်မှုသည် ၁၁ လကြာမြင့်ခဲ့ပြီဖြစ်ပြီး အစိုးရမှ ဝက်(ဘ်)ဆိုက်များ ပိတ်ပင်ရန် စေခိုင်းခဲ့ခြင်းသည်လည်း နှစ်လခန့် ကြာမြင့်ခဲ့ပြီဖြစ်၍ မြန်မာဒစ်ဂျစ်တယ်အခွင့်အရေးဖိုရမ်(MDRF) စီစဉ်သူများသည် စီးပွားရေးလုပ်ငန်းများ၊ ဆက်သွယ်ရေးဝန်ဆောင်မှုလုပ်ငန်းများ၊ ကုလသမဂ္ဂ နှင့် အရပ်ဘက်အဖွဲ့အစည်းများမှ အကြီးတန်းသက်ဆိုင်သူ ၅၀ ကျော်ကို စုရုံးခဲ့ပြီး အွန်လိုင်းဆွေးနွေးပွဲ တစ်ရပ်ကို ကျင်းပပြုလုပ်ခဲ့သည်။ ဤအွန်လိုင်းဆွေးနွေးမှုသည် အဖွဲ့အစည်းများကြား ဆက်ဆံရေးအသစ်တစ်ခုကို တည်ဆောက်နိုင်ခဲ့ပြီး နောင်တွင် ဖြစ်ပေါ်လာမည့် မြန်မာပြည်၏ အင်တာနက်အရေးနှင့် ပတ်သက်၍ အသေးစိတ် ဆွေးနွေးခဲ့ကြသည်။
စီးပွားရေး၊ ဖွံ့ဖြိုးတိုးတက်မှုနှင့် လူ့အခွင့်အရေး အကျိုးဆက်များ သိသိသာသာ ဆိုးဝါးလာသည့်ကြားကပင် အစိုးရသည် ကမ္ဘာ့အရှည်ကြာဆုံးသော အင်တာနက်ဖြတ်တောက်မှုကို ဆက်လက်ထိန်းသိမ်းထားမှုအပေါ် FEM အနေဖြင့် မြန်မာဒစ်ဂျစ်တယ်အခွင့်အရေးဖိုရမ် (MDRF) စီစဉ်သူများဖြစ်ကြသော MCRB၊ MIDO၊ ဖန်တီးရာ တို့နှင့်အတူ စိုးရိမ်မိပါသည်။ ထို့အပြင် Covid-19 နှင့် ရွေးကောက်ပွဲ ရှိနေသော်လည်း ဤပိတ်ဆို့ဖြတ်တောက်မှုသည် ဆက်လက်ဖြစ်ပေါ်နေသည်ကိုလည်း တွေ့ရသည်။
လွန်ခဲ့သော နှစ်လတာ ကာလအတွင်း အစိုးရသည် အင်တာနက်ဝန်ဆောင်မှုလုပ်ငန်းများအား ဝက်(ဘ်)ဆိုက်များကို ပိတ်ပင်ရန် ညွှန်ကြားခဲ့သည်။ ၄င်းတို့အနက် အချို့ဝက်(ဘ်)ဆိုက်များမှာ လွတ်လပ်စွာ ထုတ်ဖော်ပြောဆိုခွင့် နှင့် သတင်းလွတ်လပ်ခွင့် ကို သိသိသာသာ ချိုးဖောက်ခြင်း ခံခဲ့ရသည်။
မေလ ၂၁ ရက်နေ့ ဆွေးနွေးပွဲသည် သတင်းအချက်အလက်များ မျှဝေရန် အခွင့်အရေးတစ်ရပ် ဖြစ်ခဲ့ပြီး ဒေသခံ လူထုနှင့်မီဒီယာများ အပေါ် ပိတ်ပင်တားဆီးမှုကြောင့် ဖြစ်ပေါ်လာသည့် အကျိုးဆက်များကို မီးမှောင်းထိုးပြခဲ့သည်။ တက်ရောက်သူများက ကုမ္ပဏီများအနေဖြင့် လူ့အခွင့်အရေးကို လေးစားလိုက်နာရန်နှင့် လက်ရှိစိန်ခေါ်မှုများကို ပွင့်လင်းမြင်သာစွာတုံ့ပြန်ရန်အတွက် တစ်ဦးချင်းအနေဖြင့် ကြိုတင်ပြင်ဆင်မှုများ ပြုလုပ်ရန်၊ ဥပဒေမူဘောင်အတွင်း ပြဿနာများကို ဖြေရှင်းနိုင်ရန်အတွက် အခြားသူများနှင့်အတူ ပူးပေါင်းဆောင်ရွက်ရန် လိုအပ်ချက်များနှင့် အခွင့်အလမ်းများကို ဆွေးနွေးခဲ့ကြသည်။ ( ရှင်းလင်းတင်ပြချက်များကို အောက်တွင် ကြည့်ရှူ့နိုင်ပါသည်။
