Free Expression Myanmar (FEM) is launching a legal support hotline for those being prosecuted for exercising their right to freedom of expression. This includes anyone prosecuted or facing a risk of prosecution, and will cover anybody including journalists, protesters, activists, human rights defenders, CSO workers, and Facebook users.  

Anyone facing prosecution for their expression, or their families or their lawyers, should contact FEM. FEM will provide free legal advice, including defence strategy, identifying lawyers (if passed an assessment to a security measurement for lawyers), dealing with the courts, and international advocacy. Legal funding may also be available.

FEM has been offering some confidential and discreet support since the start of the coup in February 2021. FEM is now publicly announcing the legal advice hotline and legal defence funding in order to offer support beyond our networks.

FEM’s support is targeted at those prosecuted for their freedom of expression, and FEM aims at increasing and strengthening their particular cases using our experience and knowledge on freedom of expression.

လွတ်လပ်သော ထုတ်ဖော်ပြောဆိုခြင်း မြန်မာ (FEM)သည် လွတ်လပ်စွာ ထုတ်ဖော်ပြောဆို ခြင်း အခွင့်အရေးအား လိုက်နာကျင့်သုံးသည့် အတွက် ရာဇဝတ်မှုဖြင့် တရားစွဲဆိုခြင်း ခံထား ရသော သူများအား ဥပဒေရေးရာ အကြံဥာဏ် အထောက်အပံ့များ ပံ့ပိုးပေးမည့် အရေးပေါ် ဆက်သွယ်ရေးလမ်းကြောင်း တစ်ခုကို မိတ် ဆက်လိုက်ပါသည်။ အထက်ပါ အကူအညီ များအား သတင်းသမားများ၊ ဆန္ဒထုတ်ဖော် သူများ၊ တက်ကြွလှုပ်ရှား သူများ၊ လူ့အခွင့်အ ရေး ကာကွယ်သူများ၊ အရပ်ဖက်အဖွဲ့အစည်း မှ ဝန်ထမ်းများ၊ ဖေ့စ်ဘွတ်ခ် (Facebook) သုံးစွဲ သူများ အပါအဝင် တရားရင်ဆိုင်နေရသူများ (သို့မဟုတ်) တရားစွဲဆိုခံရနိုင်သည့် အခြေ အနေတွင် ရောက်ရှိနေသူ မည်သူမဆို ရယူနိုင် ပါသည်။

အကူအညီရယူနိုင်ရန် ထုတ်ဖော်ပြောဆိုခြင်း ကြောင့် တရားရင်ဆိုင်နေရသူ ကိုယ်တိုင်ဖြစ် စေ၊ ယင်း၏ မိသားစုဝင်က ဖြစ်စေ (သို့မ ဟုတ်) ရှေ့နေက ဖြစ်စေ FEM အား ဆက်သွယ် နိုင်ပါသည်။ FEM မှ တရားစွဲဆိုမှု အား ခုခံချေ ပရန် ဥပဒေနည်းဗျူဟာများ အပါအဝင် ဥပ ဒေရေးရာ အကြံဥာဏ်များအား အခမဲ့ ပံ့ပိုး ပေးခြင်း၊ (ရှေ့နေ၏ လုံခြုံရေးအတွက် လိုအပ် သော အခြေအနေများအား အောင်မြင်စွာ စိ စစ်ပြီးပါက) ရှေ့နေရှာဖွေရာတွင် ကူညီပေး ခြင်း၊ တရားရုံးများနှင့် ဆက်ဆံရာတွင် ကူညီ ပေးခြင်း၊ နိုင်ငံတကာ စည်းရုံး လှုံ့ဆော်မှုများ လုပ်ဆောင်ခြင်းတို့ဖြင့် ကူညီထောက်ပံ့ပေး သွားမည် ဖြစ်ပါသည်။ ဥပဒေအကျိုးဆောင်ခ အထောက်အပံ့ကိုလည်း ရယူနိုင်ကောင်း ရယူ နိုင်မည် ဖြစ်ပါသည်။ 

FEM အနေဖြင့် အချို့သော အကြံဉာဏ်နှင့် ထောက်ပံ့မှုများအား ၂၀၂၁ခုနှစ်၊ ဖေဖော်ဝါရီ လ စစ်အာဏာ သိမ်းကတည်းကပင် လျှို့ဝှက် သိုသိပ်စွာနှင့် သတိကြီးကြီးထားကာ ပြုလုပ်ခဲ့ ပါသည်။ ယခုအခါတွင်မူ အကူ အညီများအား မိမိတို့၏ ကွန်ရက်ပြင်ပတွင်ရှိသော သူများပါ လက်လှမ်းမီနိုင်ရေးအတွက် ဥပဒေရေးရာ အကြံများ ပံ့ပိုးပေးမည့် အရေးပေါ် ဆက်သွယ် ရေးလမ်းကြောင်း နှင့် ဥပဒေအရ ခုခံရန်အ တွက် လိုအပ်သော ငွေကြေးအထောက်အပံ့ များ ပေးပို့မည့် အစီအစဥ်ကို  အများပြည်သူ သို့ မိတ်ဆက်လိုက်ပါသည်။ 

FEM ၏ အကူအညီမှာမူ လွတ်လပ်စွာ ထုတ် ဖော်ပြောဆိုခြင်းနှင့် သက်ဆိုင်သည့် အမှုများ အား ရင်ဆိုင်နေရသူများကို ဥပဒေအထောက် အပံ့ ပေးနိုင်ရန်အတွက်သာ  ရည်ရွယ်ပါသည်။ FEM ၏ ရည်ရွယ်ချက်မှာ မိမိတို့ ၏ လွတ်လပ် စွာ ထုတ်ဖော်ပြောဆိုခြင်းဆိုင်ရာ အတွေ့အ ကြုံ၊ အသိပညာတို့ကို အသုံးပြုကာ အမှုရင် ဆိုင်ရာ တွင် အားကောင်းလာအောင် ပံ့ပိုးပေး ရန် ဖြစ်ပါ သည်။
